46466de7db Bump Python version to 3.9 
Blender uses Python 3.9 nowadays, so it can be required in BAT as well.

b48978f067 Moved from Pipenv to Poetry 
All the Blender Institute Python webprojects are moving to Poetry; it works
better than Pipenv in various regards.
